Gramatically, of course not. Opaque is the antonym of Transparency. What do the experts say:

It is not crystal clear why they do not investigate Toyo and rather go for the PR Aduns. As such it is opaque.

In 2007 when the PKFZ scandal broke, the MACC (then ACA) had seized all documents from the Port Klang Authority and nothing came out of it.
