Eurocopter scandal: No inspection done on choppers

Defence Deputy Minister Abu Seman Yusop received a beating from Pakatan Rakyat MPs today when he openly admitted that the multi-billion ringgit military helicopters did not undergo any physical inspection.

Abu Seman, in his Budget 2009 winding-up speech, said the ministry’s technical committee had decided to buy 12 units of the Eurocopter Cougar EC 725 helicopters based on documents alone.

Before buying the helis the RMAF needs to put it through trials to see if it meets the RMAF requiements i.e. Search and Rescue, troop deployment, MediVac, and any other role the RMAF anticipate using the helis. You just can’t guage the helis by a few joy rides at LIMA. The helis must be tried under extreme conditions , in deep jungle, in torrential rains, monsoon storms and severe weather conditions.

Then the helis need to be evaluated on cost of operation per hour.

Next the RMAF needs to consider the ease of operations and maintenance, availability of spare parts, training for maintenance crew and any special tools required.

Then comes pilot training. Cost of training or conversion, real time or through simulator, availability of training and training aid.

Helis like airplanes can be powered by different engines from several engine makers. RMAF needs to determine that these engines are supported with spares and service personnel.

Next they need to consider the avionics.

This is not an exhaustive list A proper procurement exercise will consist of more, not just by looking at glossy brochures and slick presentation by salespeople.

    color not nice = took a purple one & my son tested another 3 rounds & the SMART SMART bini checked again & again & FINALLY i paid with card and..and..AND the cost was 99 ringgits... SIGH !!

  3. The items were never inspected. The PM had misquoted the price by hundreds of millions. A 1Billion+ deal is as good as done from our pilots just having flown them. Oh, how I love the way Malaysia does things. Would it not be nice to ask all taxpayers in Malaysia to find ways to avoid paying their taxes to Lembaga Hasil for the ways they spend our moneys?

  6. I just read in MI that the Maritime Enforcement Agency bought 3 AugustaWestland helicopters for RM700 million or RM233 million each. This is evn more expensive than the Eurocopter 725 for the Army - 12 @ RM1.6 billion = 1 @
    RM133 million - which is cheaper even though fitted with presumably laser guided weapons systems.

    Nothing about Army, Navy or Police procurement seems to make sense.

  10. What can be done for the sake of transparency & accountability?

    1. A set of public procurement standards to be adhered to for all purchases say, >RM5000

    2. An independent panel of tender assessors - to be selected & nominated 24hrs before tender opens

    Said panel should consist of 1 each from professional bodies eg accountants, lawyers, engineers, doctors even teachers. Ofcourse panel shld incl 1 member each fr opposition & ruling party

    3. Documentation to be made available for public viewing. Ofcourse some jokers will say "For yr eyes only"

  13. the helis cost 1.607 billion BUT pm rounded it to 1.7 billion = a difference of 0.1b = 100,000,000rm!
